Frances has practiced as a specialist local government, planning and environmental lawyer for over 15 years. She has worked in-house in local government and in private legal practice in Australia and the UK during her career, including a decade as a partner in an Australian national firm.

Frances has acted for local and state governments, local government entities, statutory corporations and private developers.

Frances has particular experience advising local government clients relating to the provision of waste management services and infrastructure including the procurement of services and infrastructure. Frances has advised on the incorporation of entities for the provision of community facilities and services including companies limited by guarantee and co-operatives.

Frances has investigated and authored reports on complaints about conduct and reviewed governance, probity and compliance frameworks for local government clients.

Frances has conducted training seminars for local government and private clients on the regulatory and enforcement functions of local government and risk management.

Frances also has experience advising on the exercise of regulatory functions to enforce planning instruments, development consents and restrain unauthorised development including waste dumping and landfills.

Frances has experience advising on controls on the development of bushfire prone land and land in the Sydney drinking water catchment. Frances has experience advising on due diligence and compliance with the reporting obligations under environmental protection legislation, licences and enforcement notices.

Frances has conducted training seminars for local government and private clients on the regulatory and enforcement functions of local government and risk management.

Frances has conducted litigation for clients in the Local Court, Land and Environment Court, Supreme Court and Court of Appeal in NSW.

Frances is an Adjunct Lecturer at the School of Law, Sydney, The University of Notre Dame Australia and has authored published articles on legal professional privilege and mediation. Frances is an Oral Assessor for The College of Law in the environmental planning and administrative subjects in the Practical Legal Training Course

Between 1997 and 2007, Frances held Specialist Accreditation in Local Government and Planning Law, as governed by the Law Society of NSW and since 2014 has held National Mediator Accreditation.

Frances was admitted to practice in the Supreme Court of NSW in 1987 and is also admitted to the High Court of Australia (1987) and the High Court of England & Wales (1992).
