ALERT: NSW government to establish new Investment Delivery Authority
The NSW Government has announced its intention to establish a new body, the Investment Delivery Authority (IDA) in an attempt to accelerate the assessment and approval of major projects. It appears that the IDA will be modelled on the recently established Housing Delivery Authority, but there is no real detail as yet as to how the IDA will operate in practice and how it will relate to existing approval bodies for major projects such as the Independent Planning Commission.
Who makes up the IDA and how will it work?
The IDA will be made up of:
- the Secretary of the Premier’s Department,
- the Treasury Secretary,
- the Secretary of the Department of Planning, Housing and Infrastructure, and
- the Chief Executive of Infrastructure NSW.
Much like the HDA, it appears that the functions of the IDA will be to assess and evaluate projects and make recommendation as to particular projects which should be “fast-tracked”. It appears that the IDA will make recommendations to:
- the Treasurer,
- the Minister for Planning and Public Spaces, and
- the Minister for Trade and Industry.
Projects with an investment value of over $1 billion will be eligible to lodge an expression of interest in the 2025-2026 financial year. Criteria for eligible projects (which do not appear to be restricted to particular industries or sectors) will include the ability to commence development quickly and align with NSW Government Industry and Trade & Investment Strategy policies and priorities. It remains to be seen what weight will be given to these factors in practice.
To support the work of the IDA, a ‘multi-agency Investment Taskforce’ will be established within the Premier’s Department.
